Is it okay to flirt with a colleague if you are married or in a steady relationship? The answer to this question lies in how you define flirtation. If indulging in friendly banter and jovial conversations without a serious sexual overtone is flirtation, it would be considered harmless. A playful giggle here, some gentle ribbing there, a quick chat by the watercooler are all safe, as long as both colleagues know their limits.

Why do it? 
For fun, of course. Friendly flirting, in some sense, is like socialising. It helps lighten a tedious work environment and makes boring work tolerable. It also gives an ego boost — the feeling of acknowledgement and appreciation is priceless.

“Flirting with mutual consent and within social boundaries is not a crime,” says Dr Samir Parikh, director, mental health and behavioural science, Fortis Healthcare. Last month, Hong Kong-listed Tencent’s valuation passed $100 billion, which puts it close to Facebook’s market cap. Tencent owns WeChat, which now has about 236 million active users, making it one of the world’s largest messaging apps, and Spiegel has said he admires the company’s ability to earn money from in-app purchases. The company has also recently ramped up its investment in overseas companies, pouring more than $2 billion in a portfolio that features several notable startups. For example, Tencent was the lead investor in Fab.com’s $150 million Series D round, which was announced in June. Other U.S. startups Tencent has invested in include Y Combinator alumni Everyme, Ark, Sonalight, Loom and Watsi; Pair (now called Couple); and photo-sharing app Waddle.
On Snapchat’s end, partnering with Tencent can help it gain a foothold in Asia, where it will compete against popular messaging apps like WeChat, Kakao Talk and Line (which is reportedly considering an IPO). Tencent could also help Snapchat figure out business models. The startup has been considering several monetization strategies lately, including Stories, its new 24-hour timeline play. Spiegel has said that he wants Snapchat to begin generating revenue before its next funding round (though it looks like the company may be shifting strategies and taking a new round to go big on monetizing instead).

How would Tencent benefit from investing in Snapchat?

Out of the top Internet companies in China, which also include Baidu and Alibaba, Tencent is currently the best poised to take advantage of the shift to mobile. At the China 2.0 conference at Stanford University, Tencent president Martin Lau (who attended grad school at the college, which is also the alma mater of Snapchat’s founders) said that the company redirected more than half of its 20,000 employees to focus on mobile several years ago. It launched We Chat in 2011.
If Snapchat decides to tackle markets in Asia, it would compete with WeChat, so it makes sense for Tencent to consider taking a stake in the Venice, Calif.-based startup. Snapchat’s base of users is smaller than other messaging apps, but they skew young (in their teens and early twenties, an age bracket attractive to advertisers) and are highly engaged. At Disrupt SF last month, founder Evan Spiegel said Snapchat users share 350 million photos every day, representing a quick and significant increase from 200 million in June.
Taking a stake in Snapchat would help Tencent keep up its admirable record of leveraging online communication trends. Its other messaging products include QQ instant messenger, which has 818 million monthly active users, and Tencent Weibo microblogging platform, with 220 million monthly active users. In addition to its own services, Tencent holds a 13.84 percent stake in Korea-based Kakao Talk, another messaging app that is popular throughout Asia.

Xi hails Hebei-Iowa friendship

CHICAGO, Oct. 28 (Xinhua) -- U.S. experts discussed the improved Sino-U.S. relationship on Monday at an annual event organized by the National Committee on United States-China Relations (NCUSCR).

The CHINA Town Hall, a national day of programing to provide Americans with the opportunity to discuss China-related issues, took place this year at 64 venues in the United States, as well as in Beijing and Hong Kong via webcasts.
"Understanding the Sino-American relationship is essential to developing and maintaining a sound U.S. policy," NCUSCR President Stephen Orlins said.Orlins interviewed Madeleine Albright, former U.S. Secretary of State and chair of global strategy firm Albright Stonebridge Group, during a live webcast.Albright said the overall relationship between the United States and China is quite positive, adding that the trust both sides develop is important to bilateral relations.

She believes "it's a crucial moment" given that both countries have recently undergone changes in leadership.
Albright said U.S. President Barack Obama's interest in Asia has helped develop better relations with China, and the openness between Obama and Chinese President Xi Jinping at the Sunnylands summit has established a more personalized U.S.-China relationship.
"It doesn't mean we have agreement on every issue," she said, adding that instead, it means the two parties can get together to discuss and confront differences.

Albright also said that in the past 40 years, the two countries have changed leadership a few times, but both sides "have endeavored to maintain stable relationship with each other."
"We have every reason to believe our relationship will continue to develop for another 40 years."
Albright also said the United States should welcome Chinese investment as it creates jobs.
Amy Celico, principal of Albright Stonebridge Group, addressed the Chicago venue attended by local business leaders, professors and students at DePaul University.

"China is an ascending power and the United States is an existing power," she told Xinhua. "There is always the danger of conflicts between any countries. But I'm more optimistic about the relationship between the United States and China.
"We are working not only on economic issues, but also on energy, climate change, financial system, and many other issues."
She said at this moment in history, China is opening up more sectors for foreign products and services, and the Shanghai Free Trade Zone indicates more change and openness in China in the future.
She emphasized that the Sino-American bilateral economic relationship is very positive now, despite existing problems.
"It's a pleasant change to get some positive perspective on the development of U.S.-China relations," Phillip Stalley, associate professor with DePaul University said.

Cyprus, China sign agreement on protection of cultural property

NICOSIA, Oct. 29 (Xinhua) -- Cyprus and China signed here Tuesday a bilateral agreement for the prevention of the theft, the clandestine excavation and illicit import and export of cultural property between the two countries.Chinese Deputy Culture Minister Li Xiaojie and Cypriot Communications and Works Minister Tasos Mitsopoulos signed the agreement on behalf of their respective governments.
The agreement tells the ways of strengthening cooperation between the two countries in relation to the prevention of the theft, clandestine excavation and illicit import and export of cultural property, like the exchange of information, relevant legislation and good practices.

Mitsopoulos said after the signing ceremony this is a very important moment for Cyprus. He noted that Cyprus has suffered serious damage from illicit transport and the smuggling of its antiquities.
Li Xiaojie described the signing of the agreement as historic, noting that it constitutes a landmark in the history of the two countries' cultural exchanges and cooperation.

Li said, "we will continue to step up our efforts for cooperation" and "enrich the cultural life of the two peoples."The agreement between the two countries was initialed on May 8, 2008, and concerns Cypriot and Chinese antiquities from the prehistoric ages until the 20th century AD.

Apple profits decline despite iPhone sales boost

pple has reported a fourth quarter profit of $7.5bn (£4.6bn), beating analysts' expectations.
Although iPhone sales surged 26% to 33.8 million, profits slid for a third consecutive quarter as margins fell.
On an annual basis, Apple ended its fiscal year with its first earnings decline in 11 years as net profit slipped to $37bn.
Nonetheless, Apple boss Tim Cook insisted that "business was stronger than ever" on an earnings call.
But analysts were disappointed by forward guidance given by the company, which indicated that future profits might continue to slide.
Apple said it expected revenue next year to be somewhere between $55 - $58bn.
It indicated that the gross margin on its products - the difference between the amount the company spends to make a products versus how much consumers pay - would be between 36.5% - 37.5%, less than analysts were expecting.
Peter Oppenheimer, Apple's chief financial officer, explained that this was partly because it cost more to manufacture the company's new iPads and Macbooks and that prices weren't boosted accordingly.
'Game changer'
The company also said it had more than $146.8bn in cash on hand, adding to its considerable reserves.
It indicated that it would be returning more of that money to shareholders in the coming weeks.

Apple's stock briefly slid before recovering in after hours trading. It remains down by more than 13% for the year.
"We're at the point that people are getting anxious to see the next big game changer that Apple has," says Evan Niu of the financial website The Motley Fool.
"Overall, this is a transitional quarter with the new iPads and iPhones coming out. This coming quarter will be the real test," added Mr Niu.
Chinese market
These were the first earnings to include sales of Apple's new iPhone models: the iPhone 5s and the cheaper iPhone 5c, meant to appeal to the Chinese market.
Revenue in the greater China region - which includes Tawain - rose by 24%, however the company did not break out sales figures for the iPhone 5c.
Overall, Apple has said that 9 million new iPhones were sold in the first weekend of availability.
Mr Cook insisted that the iPhone 5c was not meant to be the company's "cheaper" model, and defended the company against criticisms that it had made the phone too expensive to appeal to consumers.
"I realise that some people were reading rumours that the entry iPhone would be the 5c but that was not our intent," said Mr Cook.
"Our entry iPhone was the iPhone 4s."
Mr Cook touted the number of new products Apple has released in the past few months, almost completely refreshing its product line.
The releases include the new iPhone models, an iPad mini with retina display, the new iPad air, updates to its Macbook laptops, and a release of an update to its operating system, iOs7.
"We're excited to go into the holidays" with these new models said Mr Cook in a statement to discuss the earnings.

Nokia telecoms division profits down by a third

Operating profit at Nokia's telecoms solutions and networks - its main business once its phones division is sold - fell 33% in the third quarter to 218m euros ($300m; £186.6m).
The Finnish firm forecasts the business's profit margin will rise sharply next quarter to 12% from 8.4%.
That lifted its shares by 6%.
Sales of its Lumia smartphones rose 19% to almost nine million units. They will be sold with the rest of the phones division to Microsoft early next year.
The US tech giant is paying 5.4bn euros in the deal.
Sales of Nokia's basic mobile phones rose 4% to 55.8 million units.
Core operating profit at Nokia's telecoms solution and networks business was down from 324m euros in the same period last year.
Once the mobile business changes hands, Nokia will continue to license its patents and mapping services to Microsoft.
About 32,000 Nokia employees will transfer to Microsoft.
Nokia has fallen behind rivals Samsung and Apple, while critics say Microsoft has been slow into the mobile market.

Saudi journalist detained for Muhammad tweets freed

A Saudi journalist detained after writing posts on Twitter deemed insulting to the Prophet Muhammad has been released, his friends and activists say.
Hamza Kashgari fled Saudi Arabia to Malaysia in February 2012 after his posts angered conservative Muslims and he received death threats.
He was extradited by Malaysia days later and detained by the Saudi authorities, reportedly on blasphemy charges.
The Saudi justice ministry has not yet commented on Mr Kashgari's release.
On the occasion of the Prophet Muhammad's birthday last year, he wrote: "I have loved things about you and I have hated things about you and there is a lot I don't understand about you. I will not pray for you."
The former columnist for the Jeddah-based al-Bilad newspaper issued a public apology after deleting the tweets, saying: "I have made a mistake, and I hope Allah and all those whom I have offended will forgive me."
Activist jailed
News of Mr Kashgari's release first emerged on social networking websites and was later confirmed by friends and the prominent human rights activist and lawyer Waleed Abu al-Khair.
"The authorities freed Kashgari at 06:30 (03:30 GMT)," he told the AFP news agency.
Prosecutors never made public any formal charges against him.
However, Interior Minister Abdul Aziz Khoja said at the time that Mr Kashgari's tweets had made him weep and King Abdullah demanded he be held accountable.
Saudi Arabia applies the death penalty to a wide range of offences, including blasphemy and apostasy.
In a separate development on Tuesday - only hours after he had confirmed Mr Kashgari's release - a court in Jeddah sentenced Mr Abu al-Khair to three months in prison for signing a statement calling for reforms in the Gulf kingdom, a rights group said.
The London-based Institute for Human Rights in Saudi Arabia reported that Mr Abu al-Khair intended to launch an appeal against the conviction next week.
He is facing a second trial in the capital Riyadh on Monday on charges of encouraging people to challenge the ruling system, establishing a human rights organisation without a licence, contacting foreign rights organisations and disrespecting the judiciary.
Earlier this month, the activist was detained for hosting an "unauthorised" forum at his home to exchange ideas with other reformists, known as a "diwaniah".
Mr Abu al-Khair is the founder and head of the pioneering Monitor of Human Rights in Saudi Arabia (MHRSA). The group's Facebook page has nearly 7,000 members.

British man accused of hacking into US government systems

A 28-year-old British man has been arrested on suspicion of hacking into US military and US government computer systems.
Lauri Love, arrested in Suffolk under the Computer Misuse Act, has been released on bail until next February.
The US authorities claim he placed "back doors" in hacked networks to steal data.
The arrest was the culmination of a joint investigation by the UK's National Crime Agency and the FBI.
According to the US authorities, the arrested man hacked into systems of the US Army, Nasa and the Environmental Protection Agency, among others.
He has been charged in the US with accessing a government computer without permission.
Recruitment campaign
US authorities, including the army, allege that information accessed included budgets, the disposal of military facilities, and personal information on thousands of people, including military personnel.
Mr Love, from Stradishall, Suffolk, is accused of working with at least three others, who are not named.
The alleged conspirators are said by prosecutors to have chatted online in secure web forums to identify targets, then hacked into thousands of computer systems.
The suspected hackers allegedly placed "back doors", or code, to allow them to get back into the systems later to steal confidential information.
The high-profile arrest is the latest in a series that have involved the UK's newly formed National Crime Agency.
Last week the NCA launched a campaign to recruit up to 400 trainee cyber and intelligence officers.
